"Compulsory Education Law of People's Republic of China"was promulgated in 1986,until now,compulsory education of our country has made the spanning-like progress, the free education has basicly popularized and has truly realized. But, in more than 30 years'developing processes, our country compulsory education's development is facing huge challenges and difficulties, the compulsory education still exists disparities between city and countryside, interzones and schools, some disparities are also further expanding. While"by the county primarily"management system's gradual establishment, the responsibility and the duty of the county level people's government and the Education administrative department in promoting the balanced development of compulsory education in this area of jurisdiction is clear gradually,the county level government has ability and the duty carring on the comprehensive overall plan to the balanced development of compulsory education in this area of jurisdiction. Therefore,regardless of considering from the country compulsory education policy's angle, pondered from the current compulsory education development's realistic angle, balanced development of the county territory compulsory education should become the breach of balanced development of the compulsory education.In the predecessor theory's and the literature's foundation, this research carries on theory discussion about connotation and the principle of the county territory balanced development of the compulsory education, in the thorough investigation and in comparative analysis's foundation,it inquires the present situation and the change tendency about 2006-2010 years balanced development of compulsory education of Ganzhou District.Through the comparative analysis,it discoveries that education difference of compulsory education of Ganzhou District between city and countryside , and the interscholastic is reducing gradually,but disparities of some aspects is also increasing. Looking over 2006-2010 years balanced development of the compulsory education of Ganzhou District, this research discoveries existing questions in balanced development of the compulsory education of Ganzhou District: First, investment of the educational expenditure is insufficient,educational expenditure's assignment of the city and countryside,and the interscholastic is unreasonable; Second,the difference of scales between the schools is big, the school layout structure waits for optimizing; Third, difference of school condition between the city and countryside schools and the interscholastic is big; Fourth,Difference of the teachers troop is big, the teacher'degree and title still need to improve.Based on the comparison of present situation and the analysis of the existence problems,to advance the Ganzhou District's balanced development of compulsory education, This research's suggestion is as follows: First,government responsibility need strengthening,the main responsibility should be clear, responsibility consciousness of the county government,education administrative departments and schools to promote balanced development of compulsory education should be enhanced.Second , the county territory educational expenditure's assignment should incline to the countryside schools,the countryside school's allocation of student standards of public funds should be enhanced,solving the difficulties of countryside school; Third, dynamics of the city and countryside school layout adjustment should be increased,the construction of countryside standardization school should be speeded up, the countryside teaching school should be earnestly abolished,nine years consistent system schools and the countryside boarding schools should be developed vigorously.Fourth, the teacher degree's enhancing,skill training and the regular flowing policy should be further consummated,the students'right of the quality education should be guaranteed. Fifth, construction of the education informationization and the educational modernized steps should be speeded up, sharing quality education resource of the county territory should be realized.
