Sandu Shui Autonomous County Family Planning Award To Help Implementation Of The Policy Effect Analysis

It is a kind of rural pension system that the rewarding and supporting policies of family planning is, which give some reward to the model of family planning. It began at the pilot in some areas of China in 2004, expanded the pilot in 2005, and implemented nationwide in 2006. This system combined the family planning with rural pension, which played an important role in protecting the rights of the rural one-child and two girls ligation families and in keeping a low birth rate. It is not only another good supplementary to change the way from rule of man to rule of law, but also is a useful complement to rural old-age security system. The writer choose three different ethnic groups village in Sandu Shui Autonomous County as the sample points where the writer once worked. The writer used the way of interview with the policy makers (family planning workers and township leaders) and policy beneficiaries (the elders to enjoy rewarding and supporting), make comparative analysis of implementation effects of family planning rewarding and supporting policy in different nationalities and different developing level town, including the different levels of economic development in villages and towns, the implementation of effects of different nationalities,the reaction of system beneficiaries and so on, and analysed the impact of economic base and the basis of family planning work. Besides,the writer analysed the effects of the implementation of policies and problems, for the actual local conditions, proposed the different suggestion including state financial support, developing a reasonable focus, taking various promotional methods to create women's employment opportunities, strengthening the function of the local land endowment to improve the system of familys planning work and the rural pension policy for Sandu Shui Autonomous County.
