Reflections On The Grassroots Work Of Family Planning In China’s Rural Areas

Family planning is one of the most important public policy in China,and also abasic national policy. The public policy of population and family planning is beingcarried out as "the most difficult and key problem" in rural areas, so we shouldintegrate the urban and rural development and pay attention to stabilizing the lowlevel of birth rate and solving population problems in rural areas.Primary-level organizations are mainly for carrying out national policy includingpopulation and family planning work. The organizations play an important part in thesolution of public problems, the realization of public interests and achieving policygoals. The primary-level organization is the front area of the planning work, and basicwork is the foundation of the steady and healthy development for the population andfamily planning work. Therefore,it is necessary for strengthening the basic work tostabilize the low level of birth rate and solve the population problems. Theenvironment of the current rural work is more and more complex increasingly, and thethoughts of the public in rural areas have changed a lot. So the workers inprimary-level organizations have difficulty in adapting themselves to the requirementfor the quality and ability in new period.As a result of the problem,the governmenthave to strengthen and improve the work in primary-level organizations.This paper refers to basic theories and research findings for population-controlproblems at home and abroad.Combining with actual work and based on the exampleof the actual situation,I wrote this paper.In the process of writing,I went throughmany reference documents and investigated in Zaozhuang City.The paper based onthe example of the actual situation in Shandong province’s rural population planmanagement work analyzes the China’s problems in current rural planningmanagement, and wants to find the existing work problems and weak links, and thenwants to give advice on strengthening and improving the rural planning work.In orderto provide reference for other people,It also wants to summarize the systematic theoryof public autonomous work in family planning work.
