Based on the questionnaire on the present situation of leisure time spending to 600 university students from 10 departments of Southwest China Normal University and Chongqing Normal University, these traits are found: Firstly, college students' leisure time is sufficient but with distinction of sex and improper time distribution. Secondly, deeply influenced by mass media, leisure pursuits tend to be independent, varied and entertainment-oriented. Leisure time spaces expand beyond campus, while students lack leisure time skills and practice and consciousness of social communication. Thirdly, leisure time evaluations are diverse, while leisure time value expectations are above the actual level. Their cognitive style of cause-finding tends to be internal. In addition, presently, leisure time education in higher school has been introduced in some way but it wants quality and student organizations do not play a practical and helpful role in student leisure time instruction.Through further analysis and discussion on the investigation, findings are that, on one hand, leisure time research can help college students realize socialization which can lead them to build harmonious interactive social relationship, to acquire practical skills, to form self-esteem and self-identities; on the other, college students' leisure time activities lack scientific guidance, which is characterized by following others blindly, poor skills, weak moral consciousness, etc..On the basis of investigation, this thesis proposes a frame for developing leisure time education in tertiary education. First, college or university should set up scientific educational aim; Second, to develop researching on leisure time and build the science of leisure time education; Third, to open up ways of leisure time education and introduce the participation of social institutions; Fourth, to take full advantage of student organization activities and campus internet to improve the quality of college students' leisure time; Fifth, to cultivate instructors of leisure time education and to develop teaching facilities.
