By comprehensively applying PHILOSOPHY OF SCIENCE AND TECHNOLOGY, SCIENCE OF EDUCATION, MANAGEMENT SCIENCE, SCIENCE OF CREATIVITY and PHYCHOLOGY etc., and referencing relevant research results, this paper systematically studied the problem of creative faculty management in institutions of higher education, thereby provided measures and policies for creative faculty management.The paper first raised a logistical structure of "arena → creative personnel→ creative education → creative faculties→ creative management", then reasoned that the management of creative faculty is a key for national quality education and creative qualified personnel trainings, thereby coming to a conclusion that there is a realistic need for creative management for creative faculties.Based on the analysis of research trends in areas of science of creativity and creative education both in home and abroad, an invaluable subject worth scrutinizing is proposed as that, for national institutions of higher education, to implement creative education for higher education is still an urgent at present. China's personnel's training system is severely in lack of high quality, high creative faculty, yet, it is only relied on the creative faculties that the implementation of creative education is possible.Considering the realistic conditions of China's current high education, creative education should mainly depend on high quality creative faculties. Thus, in this dissertation, in-depth discussion is made on problems of how to train creative faculties, how to stimulate creative faculties for education and their mobility, and how to properly manage creative faculties.In theoretical aspect, by starting with basic concepts and theories of the core and characteristics for creative education and personal characters of creative faculties, the effort of this dissertation is to analyze, for creative faculties engaging in implementing creative education, problems need to be considered, including concept of education, self-training of creativity, environment for education, relationship of creativity and inheritance, along with subject construction, innovative instruction methods, student creativity training, and textbook constructions etc.. Then, a concise definition on creative faculty is provided according to creative personnel and characteristics of creative reasoning. Depending on this, creative and non-creative faculties were separated from their differences of reasoning mode and action process, and further contrasted the two management systems of faculties in institutions of high education in China and America.In practical aspect, aiming at the existing problems in national institutions of high education, the author proposed policies for creative faculty management, and applied "double-factor" theory for the strategies of creative faculty management,including concept, running mechanism, training mechanism, evaluation system, guarantee mechanism, and train-for-talent environment etc, thereby supplied relevant suggestions on how to improve China's creative faculty management in institutions of high education.
