In particular, after the new China was founded, Chairman Mao mistakenly held "the more people, the greater power" and ignored the population economic scientist Ma Inch's correct suggestion of family planning, which made China's population have increased by 400 million in the shortly period of 22 years. Deng Xeroxing has realized that "the big population is the most serious problem of China" and decidedly carried out China's first procreative revolution after the Third Session of the Eleventh Central Committee of the Party. The practice of family planning policy in the two decades has obtained great achievements that attract the attention of the whole world. It has slowed down the speed of population increase and greatly promoted economic development, which has enhanced the life of the Chinese to a level that has never been seen before.However, due to the too colossal base of China's population, the inertia effect of population and loosening of family planning policy, China's current population situation still remains severe. China's population still increases with whip and spur. Many problems of shortage of resources, deterioration of the environment, poverty and unemployment impose serious influences on sustainable development of China's society and economy. Kiang Zemin has pointed it out, "the problem of population is essentially the problem of development". According to my theory of optimum population (200 million), China's current population (1.3 billion) allows nobody to be optimistic, taking which into consideration, a further scheme to solve the population problem in addition to strengthening family planning policy is exigently needed if we want to realize the sustainable development of social economy and overtake America's average life level.With a macro-perspective of history and strategy, the thesis reviews the phenomenon of DINKS which appeared after China's reform and opening to the outside world while putting the phenomenon in the long river of social economic sustainable development. It also discusses the relationship between the pressure-decrease effect brought by the increase of DINKS family and sustainable development of social economy. The conclusion is: the number of DINKS is in direct proportion with the speed of economy development. Thepressure-decrease effect on population produced by modem China's increase of DINDS family is beneficial to the sustainable development of social economy. In the primary stage of socialism, to give priority to families with one kid and give second priority to DINKS families, the family mode structure containing both DINDS families and families with one kid is the most congruent to China's basic national condition (more people with less money) and the most beneficial to sustainable speedy development China's social economy. I maintain the following scheme to solve the population problem: under the current national condition of overpopulated China, to properly advocate the DINKS life style to cooperate with strict family planning can realize substantial population decrease, release the productive force that is perennially oppressed by over-loaded population, alleviate resource shortage, protect the ecological environment, and accelerate the sustainable development of social economy. Through drastically decreasing the number of population, the accumulated fund can be invested in education and insurance causes.
