The 21st century is an era of knowledge economy which regards knowledge and information as resources and talents as capital. The essential feature of the era lies in the competition for talents. The national power competition among nations is just the competition for talents and the whole people's quality in the final analysis. It is a complicated and systematic project to foster talents. With the purpose of adapting to the development of society, enhancing the comprehensive quality of the Chinese nation and fostering complex senior talents, some new concepts of education, such as quality education, innovation education, come into to being and strike root in the hearts of the people. There must be teachers of high quality to foster talents of high quality. Teachers, as carrier of the educational concepts and education practicer and organizer, are the root of education. As the saying goes, "Teachers are the foundation for all the important programs of education".School education is a significant process in applying the educational policy. PE is an indispensable part of quality education. PE college (department) is a base of fostering PE teachers, therefore the quality of its teachers will determine the quality of the would-be PE teachers trained here, and in turn influence the application of quality education. The development of the age has made newer and higher requirements of the quality structure of Chinese PE teachers' in higher education. As a result, nowadays it is a key problem needed solving to strengthen the research on their quality structure in the light of the features of social development, time requirements, quality education and innovation education.At present the research on college PE teachers' quality structure mainlyfocuses on the investigation, discussion and analysis of the status quo, which is a little messy. The research takes the PE teachers teaching non-PE majors as its object and reflects the present research situation of Chinese college PE teachers' quality structure from some aspects. It supplies some beneficial lessons and experiences for the research on the quality structure of the college PE teachers teaching PE majors; however, there are few literature reports on the systematic research into the overall social requirements and related optimal strategies for PE teachers' quality structure. On the other hand this kind of comprehensive study is of great theoretical and practical significance, in that it may be of help to learning the actual situation of Chinese college PE teachers' quality structure, meeting the overall requirements of social development as well as the new requirements made by quality education and innovation education, cultivating a new generation of PE teachers with high quality, and deepening college PE reform.With the whole college PE major teachers as a study object the thesis makes a comprehensive research into the status quo, overall social requirements and optimal strategies of their quality structure by the method of literature review, questionnaire, statistics, comparative study and induction. It reaches some preliminary conclusions as following:1. The quality structure of our college PE teachers consists of three levels, that is, physical quality, mental quality and social quality, among which physical quality is the basis, mental quality the medium and social quality the top. Social quality includes ideological and moral quality, knowledge structure and ability structure.2. Generally speaking, at present Chinese college PE major teachers own good health and in terms of their physical quality they are competent for their work. But considering the ones who have 21 to 30 years of school age there is a high ratio of bad physical condition, which reflects the middle and old aged teachers' state of health and deserves much attention.3. In terms of their mental quality they have a good professional mentalityand may accommodate society well.
