It's well known that innovative talents have become more and more important to the modern economy developments,which are scrambled for around the world.Only with a good environment to let the talents grow and develop can a city enlist able men.So every major city put small administrative blocks of the city as open areas,and the cooperation and competitioncoexist between blocksto construct the environment for talents.What's more,under the administrative system of our country,the construction of the environment for talents has been government-led.To strengthen the construction of the environment for innovative talents,more attention must be paid to the relationship between large and small areas,and the linkage of small areas.Therefore,it is necessary to construct the environmental assessment model for innovative talents of small areas.The paper explores how to make the city more attractive to talents from three aspects:enterprise environment,area and government.In the paper,two factors are taken into consideration to assess.The first one is the feeling of innovative talents which is so-called soft environment.And the second is hard environment,which includes enterprise environment,area and government.Based on the questionnaire,this paper analyzes the demand and degree of satisfaction of innovative talents forall kinds of environmental factors of regional and enterprise environment.And analyze the deviation of them to get assessments of soft environment and rank soft-environmental factors in order of importance.Based on "five in one" overall layout and refer to factors preferred by talents,the paper takes 21 indicators of the economic,natural,social,policy and the science and technology environment into consideration.19 indicators which are available are analyzed by factor analysis and grey correlation analysis,and three main indicators are put forward.The comprehensive score of development environment for talents are calculated,and the degree of association between each indicator and development environment for talents are analyzed.Through the empirical analysis of Minhang District,it's proved that the environment for talents of Minhang District has been optimized from 2010 to 2015 year by year.However,there are some problems existed:the out-sync between development of five environments,the lack of life convenience for talents etc.Through the empirical analysis,the paper has come to the following conclusions:1.To evaluate the regional development environment for talents,the subjective evaluation of talents and the assessment result of objective indicator need to be considered;2.The "five in one" overall layout is the important basis to evaluate and divide dimension degree structure of the development environment for talents of small regions;3.To choose the open impact assessment indicators of small regions,defer from great regions,the relevance between great regions and small regions must be considered;4.In the context of construction of science and technology innovation center,great attention must be paid to the characteristics of innovative talents to construct development environment for talents.5.The main objective factors which effect construction of development environment for talents of small regions are S&T input and out,input in education etc.6.Innovative talents regard the factors of regional security environment,personal development,and traffic condition as most important.By evaluating hard and soft environment,and analyzing subjective and objective data,comprehensive evaluation of Minhang District's open innovation development environment for talents is made.And refer to international advanced development experience of science and technology center,suggestions for evaluation and construction of development environment for talents of similar small regions are put forward.However,this paper has not formed an effective evaluation model to organicallycombine subjective assessment of talents with evaluation of objective data,and form a comprehensive evaluation results.Improvements are expected in the future research.
