In the 21st century, universities pay more attention to teachers' role; and introducing talents & attaching great importance to talents also become their secret of success. With the development of China's reform and opening, the national reform of personnel system makes that of college personnel system prosper. A number of universities have begun to reconstruct their personnel system to maintain their vitality; and more and more college leaders and experts of insight in the field of higher education come to realize the significance of optimizing qualified teachers to the promotion of university teaching quality and scholastic attainment, and even to the development of their function of serving the society. With the promulgation and implementation of The Educational Law of P.R.China, The Teachers' Law of P.R.China, Higher Educational Law of P.R.China, etc., and instruments issued by the Educational Bureau about teachers' qualification and employment, etc., especially Personnel Bureau's Notification of Suggestions to Trying out Employment System in Institutions transmitted by the State Council, the College Teacher Employment System starts to get into the college personnel management system. It has played a positive role in introducing and employing talents, regulating college teacher employment, and providing a corresponding legal guarantee system for potential teachers.In spite of what has been mentioned above, there are still many problems concerning the college teacher employment system, such as imperfect selection system, incomplete elimination & check-up system, and low legal efficiency of employment contract, etc. Causes of these problems appear not only in the past, but also in current development of qualified teachers. Disrespect toward laws and lack of relevant regulations during the course of employment must also be taken into consideration. This paper analyzes the shortage and causes from many aspects especially the legal one, evaluates ongoing teacher personnel system reforms in many universities, and studies the relatively complete teacher employment system in foreign colleges. Therefore, itfinds out some valuable points: it is advisable for us to learn their developed selection procedures, relatively public invitation for job application, strict requirements & training, etc. Upon the basis of above analysis, this paper proposes a reforming and developing plan suitable for our current situation. This plan contains three points: l)to propose basic principles of implementing the teacher employment system, 2)to construct and complete the college teacher employment system from the aspect of policies and laws, 3)to give advice about completing other complementary policies.The author hopes to find out the direction of reforming and developing China's college teacher employment system, to propose some ideas of perfecting it for the reference of the college personnel system reform, through analyzing its past, current situation, and advanced experiences form developed countries.
