With the purpose of enhancing the all-around qualities of the people, the American high education has showed its distinguished characteristics worldwide as follows: the decentralization of the management of big adult educational organizations; the great importance the government attaches in related legislation; active participation of the universities, colleges as well as the nongovernmental organizations; and the boom of the community colleges.The target and structure of the American adult education has fully indicated the trend of the lifelong education in the world. The rules and regulations of it show its high flexibility. The procedure of running a school has exempted the disorder of various non-educational organizations' participation. Enterprise education has fully showed the features of the modern enterprises. American government attaches great importance to the promotion of the teachers' quality and the training work, and it uses successful experience from abroad for reference. Its adult education suggests the specialized, legislative and lifelong characteristics as well as its diversification in education and modernization in teaching methods.American adult education provides instructive references for Chinese reform and development of adult high education and lifelong learning system.Therefore, lifelong education and learning system must be constituted; common education and adult higher education must be well programmed; the development of educational forms as academic education and non-academic education (including further post-graduate education and job training) should be coordinated, related laws and policies should be legislated to guarantee the time, fee and form of adults' study as to make all citizens enjoy the equal right of lifelong education.Enterprises, as the main body of the market economy, are compelled to value the promotion of laborers' quality by the motivation of good profits and the pressure of competition. Being the Principle part of adult higher education, the enterprises will produce enormous drive of self-development and vitality of the adult education.In the process of building socialist market economy, we must strengthen the reform of adult higher education in order to ensure the educational quality and students' quality to cultivate the graduates' ability to meet the market's demands. We must reform thesystem of school- running, on which the further opening of this market should be based, and the new system that the government runs the school with the participation of nongovernmental organizations should be set up. In order to further open the teaching and learning field, we must deepen the all - around educational reform to form the student-oriented self-teaching learning system.What we must do in legislation of adult higher education should mainly focus on the follows: firstly, place the legislation of the adult higher education on the agenda of law-making organizations. Secondly, publicize the law to all the people and exert the force effect of the existing laws, rules and regulations. Thirdly, make active and deep research on the legal theories of adult higher education of foreign countries and try to use experience suitable for Chinese reality for reference, as to theoretically guide our adult higher education law- make.Nowadays the management system tends to be multiple with the expected achievement of effect instead of pure management. While in the management, the power should be decentralized within measure, and concentrated on the domination of what the government should and can dominate. Meanwhile, the power and supervision of the vox populi must be introduced and flexible management on adult higher education must be put into practice.
