With the change of economic system and the transformation of society in China, the existing career advancement systems, especially the academic/technical professional advancement system in institutes of higher education, can no longer accommodate themselves to the ongoing changes in the new era, nor can they satisfy the needs of the development of institutes of higher education in China. Many problems involving the present career advancement systems are difficult to solve. These difficult problems cannot expect to be solved by some remedial means within the frame of the systems. They can be solved only by establishing a new mechanism for career advancement. The system of "dual ladders", also referred to as "dual career paths", can provide both the academic/technical professionals and the administrative personnel within an organization with two parallel and equal paths for career advancement. It provides the academic/technical professionals with equitable positions, equal pay and more opportunities for career advancement. As a popular system of career advancement path and a professional promotion mechanism in the western countries, it applies well in academic/technical professionals-intensive organizations and plays a significant role in stabilizing and motivating academic/technical professionals, broadening career development opportunities, and consequently bettering organizational effect and efficiency. Institutes of higher education are academic/technical professionals-intensive with dual-structured personnel, have good conditions for applying dual-ladder system. Therefore, constructing the dual ladders system suitable for Chinese institutes of higher education can serve as a good option to solve the existing problems related to career advancement system in the institutes of higher education in China.
