The Dual Attributes Of Higher Education And Institutions Of Higher Learning Resource Configuration

With the pushing of reforming of economic and political structures, the reforming of higher education is cared by society. In this paper I want to enter the core of the reforming of higher education, that is, the way of resources distribution. I want to make clear how the way of resources transforms in a market-oriented economy. The train of thought and method of research as follows:Firstly, according to the internal logic of growth of higher education, combining with the history of higher education, I would use the way of unifying of logic and history, so that I can reveal the general laws of higher education and general functions of institutions of higher learning. I reach such conclusion: the dual quality of higher education decides the dual function of institutions of higher learning and I make clear the function and responsibility of institutions of higher learning as carrier of higher education. Secondly, with such theories, I try discussing and analyzing the transforming of Chinese higher education form single quality in traditional economy to dual quality in market-oriented economy. Thirdly, I try analyzing the transforming of way of resources distribution during the period of social reforming of economic and political structures in our country, in order to reveal the inevitability and actual sense. Last but not the least, according to the practical problems of reforming of higher education, I try offering some advice of policy. According to the nature and internal dual quality, I analyze the change of the dual function of institutions of higher learning, so that, firstly, I explain the history of higher education with a new angle of view; secondly, there are few people researching resources distribution with the view of the dual quality of higher education, which is new viewpoint in my paper.
