The classification of Higher Education Institutions (HEIs) is a world wide difficult problem, as well as a focus and difficulties that perplex the higher educational reform and development in China. This thesis systematically studies and explores the classification of Chinese HEIs.Firstly, it explores the background and purposes, the status quo and difficulties, the methodology and elements of studies. Secondly, based on the theoretical analytical frame of a study on classification for HEIs, it identifies HEIs' classification and positioning and other relevant concepts, discusses the relationship among classification, positioning and assessment, provides the theoretical elements of studies, summarizes the study ideas of the research and gives a brief frame of the thesis. Thirdly, it analyses the status quo of higher educational development and structural changes in China, summarizes major problems of the classification of China's HEIs, with the guidance of the law of educational external and internal relationship, it analyses the deep reason of these problems from political, economical, cultural and traditionl factors and external and internal dimension. Fourthly, it comparative studies the Classification of Universities by Wu Shulian Task Force, Guandong Institute for Management Science, the Classification of Institutions of Higher Education by the Carnegie Foundation for the Advancement of Teaching, and the Tertiary Education (higher education) of International Educational Standard Classification by UNESCO, discusses their influences, strengths and weaknesses, and then concludes some inspirations of the building of Chinese HEIs' classification and its standards. Based on the analysis of status quo of Chinese HEI's classification and comparative studies of representative HEI's classification methods from home and abroad, it provides the purposes, principles and bases of the methods and standards for HEIs' classification, and gives a creative idea of the style and level's partition of China's HEIs. Finally, through the policy building and system design, according to the questions such as how to guide Chinese HEIs reasonable division and classified education, establish the structural optimized and mutual linked higher educational system with clear levels and definite roles, and to form the pattern of reasonable work divide and mutual development between elite universities and popularize institutions, it provides some pertinently and practicable comprehensive policy and strategies.
