In our country,whether the vast number of students who have completed their secondary school studies can successfully enter their dream universities and choose their favorite majors so that to receive higher education is the focus of thousands of families,the country and the whole society.The reform of the examination and enrollment system is an important part of the reform of the higher education system.It is related to the fairness,justice and rationality of the talent selection mechanism,and to the training of talents needed for the modernization of the country.Under the current situation,the modern society,which has entered a new stage in the development of politics,economy,culture and other national construction undertakings,has put forward higher requirements for the cultivation of diversified and high-quality talents.The majority of candidates,parents and circles of the society have higher expectations to accept high-quality,fair and diversified higher education.We must speed up the reform of the higher education examination and enrollment system.The establishment and perfection of scientific and reasonable examination and admission mechanism,and the management of higher education are closely linked to the development of the country and the future of the nation.Over the years,the Party and the country regard education as a great cause,as a great event to enhance the humanistic quality,transform the humanistic environment,accomplish the growth of talents,rebuild the Chinese civilization,and raise the level of civilization to a higher degree.According to the basic conditions of our country,higher education examination and enrollment system has always been an important standard to test and evaluate the quality of secondary education.After finishing high school study,whether students can successfully pass the selection test to enter the obtain higher education or not,and whether they can achieve good results in the college entrance examination plays an important role in arousing the enthusiasm of middle school education and in closely monitoring the quality system of basic education.Many years implementation of the unified examination and enrollment system of higher education has almost become a litmus test of the fate of students.The research on the effect of higher education examination and enrollment system and reform measures has been a hot spot in the development of higher education.After many years of accumulation,it has gradually become an important field of educational research.All over the world,the higher education examination enrollment system exists in a wide range,but our talent selection and evaluation mechanism is unique.Over the years,the practice of selecting talents into higher education shows that the current unified examination and enrollment system of higher education in our country has selected a large number of outstanding talents for the national and social construction.In has its indelible rationality in the sense that it adapts to the level of economic and social development and educational development in China in a certain period,to a certain extent,but also there are some drawbacks.In recent years,to adapt to the needs for cultivating higher educated talents from the development of modern society,the national governments and educational departments have actively studied the exam subjects,contents,forms and admission methods,so as to fully absorb advanced international concepts.The reform has been carried out in combination with the actual situation of our country and desired results have been achieved,but many problems that have existed for a long time still have not been solved fundamentally.In accordance with the relevant requirements of the Party and the nation in deepening the reform of the examination and enrollment system,Shanghai has taken the lead in introducing a pilot plan for comprehensive reform of the college entrance examination.Arts and science are not separated,instead students choose Chinese,mathematics and English with optional subjects.Canceling bonus points for the arts and physical,standardizing the bonus points policy and combining batch admission of undergraduate courses have become the upsurge that the society is generally concerned about.The reform of the examination enrollment system covers all levels and types of colleges and universities in the city.Under the good situation of a hundred flowers blossom and a hundred schools of thought contend in the development of private higher vocational and technical education,it has also injected new vitality into the sustainable development of private higher vocational colleges.The introduction of a series of policies and the extensive implementation of reform measures have achieved certain results,but many problems still have not been effectively resolved.New problems and new situations keep coming up in the process of reform.The implementation of the examination enrollment system in private higher vocational colleges is even more difficult because of the restriction of the long-existed inherent system mechanism and other conditions.According to the actual situation of the reform and implementation of the higher education examination and enrollment system in Shanghai,this paper applies the relevant theories of public administration and educational economics management,and combines with the practical experience of recruiting students and education management of students in private vocational colleges,based on the existing theories and practice,preliminarily explores how to establish the reform model of the enrollment system of classified examination in private vocational colleges with the characteristics of Shanghai,which accords with the educational laws and conforms to the requirements of the times and has the characteristics of Shanghai.
