In China, the organized higher education evaluation activities have been held almost 20 years. The National Ministry of Education began to carry out the teaching evaluation system on the undergraduate course in 2002. In the year of 2003, the authority established an evaluation mechanism which is held every five years. It is proved that it is essential to set up an evaluation system on undergraduate course, because it plays a positive role in the development of higher education institutes. However, as our higher education speeds up into the popular stage and shows a diversity of education level, it is highly needed to improve the undergraduate education assessment.Firstly, this thesis analyzes the current situations of the higher education evaluation system in China. Through analyzing, the author finds that higher education evaluation system remains a good consistency with educational aims and evaluating items can be correspond to evaluation subjects with an accurate guidance. Nevertheless, it still exist some problems in this system, such as, paying too much attention to the unity of the whole index system; judging system only based on academic level and investment level rather than a comprehensive system which conforms to the requirements of the diversity. At the same time, the thesis briefly introduces higher education evaluation pattern and index system of USA, United Kingdom and Japan, then the author summarized the primary index signs of higher education quality are the scholarship levels, the budgets holding higher institution, persons qualified to faculty and the quality of student. Secondly, the author gives an analysis on the issue of categorizing and positioning of universities and points out we should cultivate proper quality opinions, that is, the opinions of developmental, various, humanized, flexible, holistic and characteristic. The standards of higher education's quality should be the unification of adaptability, diversity and expansibility.Finally, the author points out that a proper conception of higher education quality, based on different features and classifications of universities, should be placed in the process of adjusting the system of higher education assessment. According to classified principle, universities should be evaluated according to their own features, such as researching, researching and teaching. Furthermore, it is also analyzed different standards targeted at different types in the thesis. The study demonstrated that it is of great importance to build up a solid evaluating index system complied with classified principle for development of higher education in China in that it will not only efficiently prevent aimless comparison from universities, but also help to promote a stage of great efficiency and authentic features in education.
