This paper consists of four parts.The first part deals mainly with the scientific recognition of ethnic minority education in concept, in theory and in practice, and then the importance of its study.Because China is a multi-ethnic country, the education of ethnic minorities must include national education and ethnic minority education. Championing the cause of ethnic education has great significance.The second part is a thorough contrast and analysis of basic education in the Yili Kazakh Autonomous Prefecture and the Yanbian Korean Autonomous Prefecture, as well as a comparison of the higher education programs of Yili Normal Institute and Yanbian University. It then puts forward several suggestions for the future of ethnic minority education.The third part presents strategies for the study of the development of Kazakh education. Reform of the overall system of Kazakh education is essential. Further, we must emphasize the development of education for the Kazakh people who live in the rural areas.Finally, special attention should be paid to the teaching of the Chinese language and foreign languages (such as English and Russian). The fourth part proposes that we study Yanbian as a model, that we keep the Yili Normal Institute's special emphasis on the education of the Kazakh people, and that we further develop the Yili Normal Institute into a full-fledged university. The establishment of a well developed program of distance learning and (in combination with the existing emphasis on pediological training) the development of relevant scientific research programs are key. Also teaching staff and faculty of the Yili Normal Institute must be encouraged and ultimately required to earn Master's and Doctor's degrees.In conclusion, although the responsibility for Kazakh education is heavy and the way may not be smooth, we must have vision. If we study and learn from the many progressive and advanced examples of ethnic education which are found here, in our own country, then the future of Kazakh education has a bright future in China.
