The University and the government are two different social organizations. Both relationship is so complicated that they constantly impede each other. To clarify and balance the relation between the university and the government attach great importance to the reform of higher education system. Academic freedom is an important notion in higher education around the world. Academic freedom is a logic development of the relation between the university and the government. Because of the complexity, this thesis only focuses on the evolutionary power relation between the university and the government. Based on the evolutionary relation in power, the study exams the scope of academic freedom and its realization.The thesis consists of four chapters: Chapter One: Introduction; Chapter Two: The History of the Power Relation between the University and the Government; Chapter Three: The Scope of Academic Freedom; Chapter Four: Realization of Academic Freedom.Chapter One is mainly concerned with the origin of the topic, the research method, the significance and objective.In Chapter Two, it deals with different stages of power relation in Chinese and western university. It claims that: â‘ the power relation between both the university and the government is a dynamic historic process. We should study the relation comprehensively because there are many factors which influence Chinese part and western counterpart. â‘¡there is commonness in the power relation because the power relation between Chinese part and western counterpart evolves in a similar way.â‘¢the conflict in power relation between the university and the government is still going on and has its own features in Chinese part and western counterpart. The way to solve the conflict is either similar or different. The power relation between both tends to develop its scope of power in the course of conflict.Chapter Three first defines academic freedom and the scope of academic freedom. It also sets up the principles and the standards for the term "academic freedom". Finally it deals with the factors which influence the scope of academic freedom. In this chapter, we believe "academic freedom"is a comparative concept and its freedom is limited. The scope of academic freedom refers to the range and degree of free activities among teaching, research and study participated by scholars, research institutes. The principles of the scope of academic freedom is based on "three advantages": It is good for the development of the country, society, human beings, in the spread of the notion: truth, beauty and goodness. It is good for academic flourishing; It is good for the crackdown of fake, ugliness and badness in order to safeguard the interest of the country ,society and people. According to different academic freedom activities, there are different scope and standards of academic freedom. That includes: extreme academic freedom in mind; higher freedom in the process; the proper freedom in the spread of academic findings and the protection of copyright. Finally ,we discuss the scope of academic freedom and its factors from the perspectives of politics, law, economy and morality. In Chapter Four, It deals with the realization of the scope of academic freedom under the present circumstances of China. We believe that the realization needs good external and internal contexts. The internal context includes: â‘ the president governs the university while the professor governs academy(premise); â‘¡academic equality and openness(key); â‘¢academic independence and regularities rebuilding(maintenance). The external context includes:â‘ refine the legislation of protecting academic freedom; â‘¡set up a good social aura for academic freedom;â‘¢transfer the government power earnestly. Both contexts are equal important. As long as both contexts back up each other to arrive at a balance and good circulation, the real academic freedom comes true.The above chapters are close related.
