"Communicating successfully is the final goal of mastering a foreign language." From the syllabus to the textbooks, from the teaching method to the way of learning, it is clear that speaking is more and more stressed nowadays.Testing has a great effect both to teaching and learning. " How to test, how to teach and how to learn." Yet there is no oral English test in the high middle school .especially in the NMET. The present paper discusses the language ability of the high middle school students according to Bachman's communicative language ability theory, That is grammatical competence .vocabularies , sounds and textual competence .The effective way to measure such competence should include both objective items and subjective items .Therefore oral testing should be added in order to meet the requirement of reliability and validity of English test in high middle school.How to test oral English effectively in the high middle school is the present paper concerned. According to Bachman's communicative language ability theory, combining other relevant research such as Zhu Chun's different levels theory, the paper points out that language ability of high middle school students should emphasize the organizational competence rather than pragmatic competence. We have designed an experiment to know the Reliability and Validity of our test. The subjects involved were 100 high school students. They are all volunteered to attend English oral test. Our oral test consists of two parts: reading aloud and role playing. There are two raters giving scores. The average of the two raters is the final score of the individual .The results of the two raters were compared with the final results of our school written paper held in the end of the school term. They were all inputted into the computer, a statistical analysis system (SPSS 11.5) was used to analyze them. The findings are summarized as follows:We used Bachman's reliability and validity theories to get the relevant coefficients to evaluate the oral test The reliability and the validity of this oral test are positive .The test is practical.
