"Self-dependent management" and "participation together" is the essential characteristics of school-based management (SBM) model, which is proved effective by western countries. Compare with rigescent and stiff out-controlled management model implemented traditionally in our country, SBM model has obvious virtue and strong vitality. It provides some reference for our management reform of schools. However, correlative research on SBM in our country still looks quite weak, especially lacking research on how to implement SBM in primary and middle schools of our country, and study remains blank on problems during the course of implementing SBM in primary and middle schools of our country.On the basis of existing theory of SBM, through the methods of questionnaire studying, literature referring, interviewing, and qualitative together with quantitative analysis, the dissertation discusses the problems and countermeasures during the course of implementing SBM in primary and middle schools of our country. After surveying 328 teaching stuffs of 12 schools of He'Nan province, we find that there are still many problems during the course of implementing SBM in our primary and middle schools: firstly, ideas are obsolete and impercipient for SBM; secondly, traditional management system of centralization of power still occupies magisterial status, and SBM lacks right and perfect system to regulate; thirdly, the implementing actuality of SBM is notsatisfied; fourthly, different areas exists great imbalance.In order to effectively solve the problems during the course of implementing SBM in primary and middle schools of our country, combining advanced experience of overseas SBM with practice of our country, and consulting concrete problems found in questionnaire, I put forward some concrete suggestions and countermeasures for implementing SBM in primary and middle schools of our country: firstly, to convert all kinds of roles and to build up new idea of SBM; secondly, to bright government's function into play, to constitute corresponding laws and rules, to expand independent right of running schools for each schools, and provide a platform of system for SBM; thirdly, to build up and to perfect educational intermediary organization; fourthly, to make correlative system of SBM perfect; fifthly, to strengthen the force of studying, propagandizing and popularizing SBM; sixthly, to strengthen the support for implementing SBM in the primary and middle schools of uncultured areas and out-of-the-way areas, and to reduce the educational gap among areas.
