CPC Central Committee attaches great importance to the development of education in Tibet, and through increased investment in education, the implementation of education Tibet, "three" and a series o special preferential policies and measures to support the development o education in Tibet. Governments at all levels in Tibet also gradually increase investment in education, education has made remarkable achievements in promoting Tibet’s economic development and socia progress and make a contribution.Implementation of social development is inseparable from educatior education needs to be scientific and effective management. Nationwide, the study of management education very much, mostly made some very good effective teaching management mode, and in practice has achieved tangible results. But less Tibet in teaching primary and secondary education, especially teaching management education research. The reason is mainly the development of education in Tibet started late, in very long time, an improvement in education in Tibet teaching facilities, increase the investment, ignoring the research education management. Coupled with Tibet’s unique geography, history, natural environment, it is difficult to retain talent, less specialized researchers, the study of aspects of education administration appeared to be inadequate. From the current situation Comai County county primary and secondary education and teaching, analyze problems, trying to point to the surface, look to the region, the Tibet Autonomous Region to provide some references for primary and secondary education teaching management, some reference.The first part is an introduction, including issues raised, the purpose and significance of research, literature review and research methods.
