In the era of knowledge-driven economy, society has new demands for talents. This brings many new challenges to education. As a "commanding point" in education, education technology bears great mission. Talents cultivation needs support of resource, which is core of education technology and receives guidance of the resource theory of education technology. The resource theory of education technology guides the development and application of resources while carrying out, and it is influencing the implementation of educational reforms.Nowadays, people give unprecedented attention to tacit knowledge and human resources. This paper tries to connect postmodern knowledge theory, human resources theory with resource theory. First of all, through documents analysis (namely explicit and static resource theory, taking media resources and information resources as the core), we carry on detailed analysis, and deeply analyze its existing problems. Second, through interview, we understand the resource views possessed by people at present, and further comprehensively analyze the conclusion of interview and educational technology resource theory influenced by knowledge theory and human resources theory. An improved resource theory in Educational Technology (namely dynamic and tacit resource theory, focusing on human resources) is proposed from the types, the production methods, and the nature, especially the prospect of the nature of resources. At last we describe learning environments that embody up-to-date resource theory, for providing resource theory with practice sustaining.This research can correct the prejudice that people understand resource views in educational technology, and guide the construction of resource in practice, and offsets shortages in current theory. Under the guidance of the new constructive resource theory, the practice of educational technology contributes to the cultivation of esprite de core, learners' ability of cooperation, critical thinking and creation, thus eventually promote the development of Educational Technology itself and the pace of educational reform.
