Many educators have paid attention to basic education curriculum reform since the ministry of education promulgated in June,2001. Many educators in the field of physical education also take notice of . And many experts and scholars discussed the targets, content, implementation and comment. We have experiment for three years till now. In order to know the details in progress, the author use literature and data, investigating paper and face to face interview to conduct a survey of the junior middle school PE teachers in Changchun. Research result enunciation: 1. At present, the condition of the implement of PE and Health Curriculum is neither too good nor too bad. Some modern education thought of the new curriculum standard have been gradually accepted by many PE teachers, and some of them even can carry out this program actively in teaching. But for some reasons, most teachers are actually doing the old things in new ways. That is to say they use the old method to deal with the mew problems. 2. The structure of junior middle school teachers in Changchun is rational. And the teachers are all qualified to teach. But most teachers don't have a sense of researching. That would be a bottleneck of the development of curriculum reform. 3. We can see from the survey of new curriculum, which was implemented in junior middle school in Changchun, that the two problems which puzzle teachers most are content and comment in teaching. But there are not any guides in solving these two problems. So most of teachers have to grope answers during teaching. 4. The extracurricular PE activities in junior middle school in Changchun is optimistic. According to the survey, most of schools do well in this aspect, and some school even develop new content and form. The students are enthusiastic about this and prefer this better than physical education. 5. Some advanced junior middle schools have excellent sports facilities, and accord with the demand of the new curriculum standard. But most of common junior middle school don't have good sports facilities. And the PE teachers are all lack the sense of curriculum resources exploitation, knowledge and ability, lack the support of time and money in researching. 6. Many teachers were not trained very well. Though most teachers have been trained, the time for training is quite short and the form is very simple. So the training is not quite valuable. 7. There are many difficulties in implementing PE and Health Curriculum in Changchun junior middle schools. And the most rough problem is the confinement of educational environment. Second, we lack guides in implementing and the support of school leaders, and the teachers and students have not change their mind yet. These would badly affect the implementation of PE and Health Curriculum. 8. Through the analysis of R-factor, we conclusion that there are eight factors which restrict the implement of PE and Health Curriculum in Changchun junior middle school. And they are the feature of curriculum, teachers' attitude, teachers' capability, the source of course, the staff training, school leaders' attitude, the campus culture and the social environment. At last the paper present some advice about the affect factor of PE and Health Curriculum Implementation. We hope our work can provide some theory reference for the comprehensive implementation of PE and Health Curriculum in Changchun junior middle school.
