Research On The Rural Community Involvement In School Development Planning

School Development Planning (SDP) is the new trend of educational management reform, which emphasizes the importance of school-based management, claims that problems of school should be resolved through cooperation between school and its community. Four counties (including Dongxiang County) in Linxia Hui Autonomous Prefecture of Gansu Province began to try out SDP in 2000 with the fund from China/U.K.Gansu Basic Education Project. Community involvement is one of the principles and characteristic of SDP, Dongxiang County have paid much attention to community involvement during experimentation and rural communities in Dongxiang County have contributed a lot in SDP. The author found so much interest in community involvement in SDP that she conducted a research on this to summarize the experience of rural community involvement in SDP in Dongxiang County and offer guidance for the dissemination of SDP in future.The subjects of this research are 112 headmasters from Primary schools and 125 community members from rural communities of Dongxiang County. Of all these subjects, 28 were interviewed. Through investigation and interview, the author comprehended the situation, problems and difficulties of rural community involvement in SDP. After analysis and deliberately discussion, she brought forward some feasible countermeasures.The dissertation has four parts. Part I brief introduces the aims, background, significance, method and way of conducting this research firstly. Following, the author explains method of analyzing data and material she collected. In addition, the outcome and limitation of early research on SDP and community involvement in SDP were sum up in this part.Part II introduces the procedure of SDP, the way and method of community involvement in SDP.Part III is the keystone of this dissertation, it detailed analyzes the situation and problems of community involvement in SDP of Dongxiang County. The analysis lies in 5 aspects:l) Headmasters and community members' understanding of SDP and attitude toward community involvement in schools ;2) Organizations and regulations that schools and communities legislated to ensure community involve in SDP; 3)Activities that schools and communities mutually involved and resource schools and communities mutually utilized; 4) evaluation of the effect of community involvement in SDP; and 5) Factors affecting the community involvement in SDP.
