Study On Rural Community Planning Based On Cultural Construction

China's rural areas are under the impact of urbanization, globalization and modernization.In the process of development in rural areas,changing the traditional agricultural production to increase income takes the priority to any other factors in rural communities,the traditional cultural heritage,especially the core values of traditional culture are always ignored in community planning,these made fracture threats to cultural transmission in the process of modernization in rural communities.Village tourism development planning pays exclusively attention to the protection of "sight-oriented" cultural heritage of village, ignores the spirit of the cultural heritage of rural communities,ignores the significant effects of the village culture core values to modern consuming society,economic development affects the traditional cultural values.Therefore, it is necessary to establish a cultural,economic and social intervention mechanism for planning in rural communities,then helps to promote the co-development of traditional and the modern culture effectively.This study explains the community planning on the basis of cultural construction from two aspects.First,theoretical study.To begin with literature study,collects and analyzes the present community planning achievements both at home and abroad,summarizes the basic theory for cultural construction-based community planning:economic geography, rural development and sociology,in which regional planning, community planning,community theory,community participation, cultural sociology and cultural ecology are mainly involved. On the basis of achievements analysis for community planning both at home and abroad,this study concludes the main problems of traditional community planning:neglect of cultural protection,neglect of achievements in sociological research, low participation rate in planning.Second,study on cultural construction-based rural community planning and its practice. Aiming to solve the problems existed in traditional rural community planning,in order to maintain the continuity of traditional culture,this study constructs the basic framework for community planning:community planning organization from the community decides community planning investigation, discussion,preparation,appraisal,implementation and adjustment of community planning,the local government and external technical experts just help the community planning organization during the planning process.Then,to implement in Kongbai community on this basis,enriches and improves rural construction-based planning model.Finally,this study proposes that the achievements of cultural sociology and cultural ecology be applied in cultural construction -based rural community planning,participatory planning tools be used to carry out the work.At the same time, there are also some inadequacies in community oriented community planning.
