Community Involvement In The CBNRM Project And Reasons

Since the 1980s, CBNRM (community-based natural resource management) as a different type from the traditional management of natural resources, is being acceptted by everybody. In May 2006, a team from Lanzhou University go to Guizhou for the Investigation of the CBNRM project and we focused on the study of community participation in CBNRM project. The study of this study as a part of the project attempts to answer two questions: community involvement in CBNRM project and What is the cause.During the investigation, we found that most farmers did not participate in the decision-making of the project, implementation and benefit sharing in CBNRM project. Nearly half of the farmers did not know the projects had been implemented ever . many decisions are made by the organization of the project and they did not listen to the views of farmers. At the same time, high-income farmers participate the project actively. The authority of Protected areas had become an important sharing unit, the villagers did not get the corresponding interests and the village cadres become one of the main beneficiaries of the project.We further investigated the current the reasons of the situation for such participation. The affect of Community cooperation is an important factor in community involvement. The influence of Traditional authority in the project is weakening, the villagers tend to conduct a rational option, choose from their own interests of the exchanges and participation in collective activities.At the same time, the corruption in the village and the awareness thatVillagers think the authority of protected areas as a administrative roleAre two major reasons for lack of participation. The distribution of interests of Community tourism is a major reason for lack of participation.We also investigated a successful case that CBNRM project is completed successfully.. The management of civil authority and the distribution of interests from Community tourism are two important factors. Civil authority used their prestiges and organize the farmers effectively by monitoring their actions to ensure that the project can proceed smoothly. At the same time sharing from the interests of the tourism make farmers feel that they are the masters of the community...
