On this basis, combining teacher certification standard in our country, the disparities existing in teacher certification standard are analysed, which including academic credentials standard of teacher certification, problems in teacher's qualifying examination system, whether the method to check the ability of the qualification applicants is enough or not.Secondly, studying on those problems above mentioned as starting point, teacher certification systems in U.S.A. and Japan are analysed from system aspect, carrying out aspect and self-improving aspect by comparision, especially concentrating on the efforts what two countries take to improve market access degree. In this way to offer reference to construct teacher certification system based on market access in our country.Finally, proceeding from actual conditions of our country, the suggestions are proposedto build up teacher certification system based on market access: First, to improve teacher's qualification standard including promoting development of teacher education, improving the academic standard of teacher's qualification and adding methods of investigation to check teaching abilities of the applicants; Second, to set up a system matched with market access, which including perfecting organization system for teacher certification system, completing teacher career access system and implementing teacher appointment system; Third, to set up relevant professional societies to make the evaluation criterion, and make evaluation mechanism perfect.
