Teacher certification system, as one of the important signs of teacher professionalization, is the main point to weigh the quality of national teaching body, it is a kind of legal yardstick of teacher certification, and it shows the development trend and progressive degree of the whole teacher education system. Teacher certification system means a kind of career access for the teachers, namely in the course of entering the market in workforce, it plays a " checking on " role through setting up standards which controls the market access, and it can make the persons with teacher certificate go through labor market so that they can take jobs as teachers successfully, with the opening of teacher's career market and the reforms of teacher education in recent years, it becomes a very big problem that teacher education field faces how to set up teacher certification system which based on market access. The research tries to give some suggestion to solve the problems by analysis and comparison.Firstly, referring to teacher certification system based on market access, some basic understandings are expounded, the inner meanings and functions are described, and the problems and disparities are pointed out about teacher's career market access. On this basis, combining teacher certification standard in our country, the disparities existing in teacher certification standard are analysed, which including academic credentials standard of teacher certification, problems in teacher's qualifying examination system, whether the method to check the ability of the qualification applicants is enough or not.Secondly, studying on those problems above mentioned as starting point, teacher certification systems in U.S.A. and Japan are analysed from system aspect, carrying out aspect and self-improving aspect by comparision, especially concentrating on the efforts what two countries take to improve market access degree. In this way to offer reference to construct teacher certification system based on market access in our country.Finally, proceeding from actual conditions of our country, the suggestions are proposedto build up teacher certification system based on market access: First, to improve teacher's qualification standard including promoting development of teacher education, improving the academic standard of teacher's qualification and adding methods of investigation to check teaching abilities of the applicants; Second, to set up a system matched with market access, which including perfecting organization system for teacher certification system, completing teacher career access system and implementing teacher appointment system; Third, to set up relevant professional societies to make the evaluation criterion, and make evaluation mechanism perfect. |
