The issue of teacher has been concerned all the time. There has been many research about teacher professional development long before in western. But the correlative research appeared relatively late in our country, however, it became one of hot questions quickly in education theory circle, educational policymaker and the masses of teachers.Teachers are facing many new challenges in new era, so teachers should get rid of natural state of development and pursue development actively. But the word teacher development in this thesis is not the same as the word teacher professional development, which is popular in western education theory circle. This word is used to suggest that teacher is a real, integrated and special person. The professionalism is the symbol in teaching of whole accomplishment of teachers, it just like the part of a iceberg that above sea level. So teacher development means enlarge all their accomplishment instead of the part above sea level. The influence that teachers affect students is not only through professionalism but also the whole accomplishment. Teacher is also a special person, who lives in special context, teacher development is closely associated with the context, so we should research teacher in special context. Teacher development has not only social value but also personal value, teachers' labor is not only transfer knowledge but also creative, teachers need not only handle affairs but also be an upright person, and the two promote each other.Establishments can influence teachers in a certain extent, the culture of a school has important influence on teacher's development, and good school culture helps the teacher to develop. But the most important factor that influence teacher is whether headmaster and teachers have development consciousness. During the course of pursuing development, experience affects fresh teacher greatly, but the influence to a experienced teacher will dropping, at the same time, teachers' basic attitude to reform, savvy and thinking mode will greatly influence a experienced teacher.In order promote teacher development, The headmaster should have responsibility consciousness , the middle level leader should have role's consciousness , individual teacher should have consciousness of pursuing development actively.
