As a new education research approach, narrative research is noticed and paid more and more attention by educational researchers, but it is seldom to be used in education policy research field. The paper has a try in this field, because narrative research can show the side of human in the policy-making, and can recurs history vividly.The educational policy-making in district or county level has its own characteristics, the thesis discusses the problem from the four aspects, that is, the subject, action, process and value object. The thesis adopts the way of collective narration, the subjects of which includes officials, principals, personnel etc., and the paper shows the process of policy-making in district or county level by the special scene, teacher distributing system reform in Xuhui District. After introducing the general model and process of educational policy-making, the thesis enters the scene of narration, and intents to observe the process of educational policy system-making in Xuhui District, by dynamic conference, interview and a series of static text - documents, on the base of which, I understand and explain it in theory.On the base of describing facts, the thesis comes back the center of the problem, that is, the educational policy-making system in district and county level. The thesis regards the educational policy-making system as intrinsic way and principle of making educational reform and development policy in the local district. The paper thinks that in order to assure the science and justness of the educational policy-making in district or county level, it is necessary to permit policy multi-subjects to attend the process of the educational policy-making, especially for policy specialists, and not to make officials monopolize the right to speak in policy-making. To change the camera operation of government in the process of the educational policy-making, first of all, it is necessary to regulate market policy action, to introduce into restrict system, to make more profit collective or non-profit organization produces more effects in policy-making, and to change the decision-making right to market field, to construct corresponding before and after affair consultation system, at the same time, to improve officials' decision-making quality. Secondly, the process of educational policy-making is to assure the justness. In order to make the process of educational policy-making transparent and be understood by the objects of policy effect, it is necessary to set up certain scientific and democratic process to restrict, to accelerate the justness of policy by the justness of process. Any educational policy are for certaineducational objects, different society development phases have different objects, and only if one educational policy-making follow the foregoing three conditions, it should set up on the base of democracy, justice and equity, to realize the science of educational policy-making.
