Studies On The Internal Decision-making System Under The Leadership System In Chinese Public Universities And Collages

The president responsibility system under the leadership of the Party committee is a general leadership system in public colleges and universities in China.Since its implementation,it has ensured the steady and rapid development of the cause of higher education in our country and enriched the modern university system with Chinese characteristics.But this does not mean that the system is perfect,and there are still some problems in the president responsibility system under the leadership of the Party committee.In order to improve the president responsibility system under the leadership of the Party committee,public colleges and universities have formulated the internal decision-making system one after another,as a supplementary system to the leadership system of colleges and universities.The decision-making mechanism and the meeting rules of colleges and universities are established in the form of system,in order to manage the university by law.Since the internal decision-making system has been practiced in various universities for a short period of time,the research on this system is rare.Therefore,starting from the connotation and relationship between the leadership system and the internal decision-making system in colleges and universities,the author probes into the significance of perfecting the internal decision-making system in colleges and universities to the leadership system in colleges and universities.The present situation and problems of the internal decision-making system in Chinese colleges and universities are understood by investigating the system of the party committee standing committee and the office meeting of the president of 40 universities in China,and the feasible measures are given.It is hoped that the president responsibility system under the leadership of the Party committee can be improved by improving the internal decision-making system in Colleges and universities.This thesis consists of five parts.Part 1,the connotation and relationship of University leadership system and University Internal decision-making system.The leadership system of colleges and universities refers to the system and system of leading activities such as decision-making,command and supervision in universities.The internal decision-making system in colleges and universities is to unify the rules of meeting procedure and the decision-making mechanism,to establish a system of rules and regulations,and to standardize the governance and operation.The latter is the complementary system of the former,and the two are the relationship between the whole and the part,which are different,interrelated and influenced each other.Part 2,an interpretation of the leadership system and Internal Decision-making Mechanism of Public Colleges and Universities in China.By combing the historical development of the leadership system and internal decision-making mechanism in colleges and universities in China,the necessity of carrying out the president responsibility system under the leadership of the Party committee in colleges and universities is demonstrated.In addition,the paper makes a brief analysis of the internal decision-making mechanism(the relationship between the decision makers,the decision makers and the basic internal decision-making mechanisms)stipulated by the leadership system of colleges and universities,and finds out its problems.This paper clarifies the significance of establishing the internal deliberative and decision-making system in colleges and universities.Part 3,The present situation of the internal decision-making system in colleges and universities in China.This part mainly expounds the main basis of the internal decision-making system in Chinese colleges and universities,and studies the decision-making system of the standing committee of the Party committee and the office meeting of the president of 40 colleges and universities.The general principles,the rules of procedure and the decision-making process of the system are analyzed in detail.The study found that the system of internal decision-making system of colleges and universities has made remarkable progress in managing school according to law,playing the role of the party and government and perfecting the modern university system with Chinese characteristics.But at the same time,there is a "separation" and "repetition" between the two internal decision-making systems.There is a lack of decision support system and a habit of "ruled by people".Part 4,In view of the problems existing in the internal decision-making system in colleges and universities,this paper suggests that colleges and universities should deal well with the relationship between the party and the president,and strengthen the overall coordination;adhere to the principle of democratic centralism,adjust the composition of policy makers,and improve the democratic nature of party committees' decision-making;set up the system of application of data information to strengthen the decision support system.In addition,we should continue to improve system construction and strengthen system research.Part 5,conclusion.It mainly summarizes the above views,and calls on the researchers and administrators of higher education to strengthen the theoretical and empirical research on the relevant systems.In order to improve the president responsibility system under the leadership of the Party committee and the internal decision-making system of the university to provides some useful viewpoints and materials.
