Foundational education plays an important part in educational reform. It is the basic project of cultivating persons of ability and enhancing citizen's quality. Based on the requests of quality education and the new curriculum standard, the teaching should be for all the students in order to establish the common base for their development. We should pay more attention to the whole class in current education. According to the teaching state of the writer's school, the article tries doing some research on teaching strategy of attention to the whole class' development because there still exist some outstanding problems on this aspect. The whole article is divided into three parts:Part I An important topic for elemental education: for all the students. This part points out the deviation only showing concern for minority of all the students and the contradiction between the deviation and the diversification of talented persons who are needed for the contemporary social development. It expounds the necessity and importance of being for all the students from social democracy and establishment of harmonious society, realization of educational fairness, the demanding of equality education as well.Part II The problems existing in the development of the whole class in current education. The presented problems are the deviation of teaching value orientation, bigger classes as well as teachers' center. It shows the realistic significance of attention to the whole class.Part III The teaching strategies of attention to the whole class' development.
