Research Of The Power Resourse Deployment Of The City Community

The traditional self-governing for inhabitants—neighborhood committee ,cannot plays its supposing role in the socialist market economies system. The community is an organization which corresponds to the system of market economy and is produced on the exfoliation between the government and the society. And the community comes into being in order to response to all sorts of social problems caused by the system. Accordingly, The civil administration ministry put forward the slogan of "constructing the community" in 1986, and in 1989, it is the promulgation of the law for the organization of neighborhood committee that provides the highest ensurement of law for the construction of the autonomic organization of the community. Then our country began to carry out the mode of constructing communities in some cities, especially big cities. The result is rather plump and gradually the mode starts to be popularized in the whole country. However, in the process of constructing and developing communities, there exists some questions. For example, the hardware and the software could not develop harmoniously because the power resource in the community could not be reasonably disposed. So administration becomes the key point in the process of developing communities. While "autonomy, sovereignty, self-helping "are the principles and purposes. However, it is hard for the community and the government to definite the power and responsibility and to attend to their own duties because of the setting up of the civil primary administration system. Furthermore, the excess participation of the primary party organization offers supports for the government to violate the systems of communities. Meanwhile, because the non-official public organization, who is the protagonist in the autonomic structure of communities, is in great short of supplies, together with the imperfection of the power moving mechanism in communities, all of which made the inhabitants lack the right of performing autonomy and lack the channels and forms for multilateral participation .so we should reform the basic civil administration system and transform the Party's leading mode in order to eliminate the systematic obstacles in the community's power resource disposition. We should mainly support and develop the non-governmental public organization to resolve the structural defects in the disposition of power resources. And we also bring forth new ideas for the power moving mechanism in the community autonomic organization to conquer the dilemma in which inhabitants are not active in participating .All the above –mentioned methods are the basic guarantees and requirements for the healthy development of the community. The community is the macrocosm of the society. And the harmonious society is our final goal. According to the concept of administration and the construction of establishing a harmonious society, the thesis draws up a project line for the community, in which the power resources are suitably disposed.
