A Study On Building And Developing The Scientific And The Safe Villages Along The Coast Of Fujian

The word safety as the most key keyword has deeply engraved each Chinese since the SARS crisis in 2003. Now that crisis has gone, leaving Chinese know the importance, the value, the price, the vulnerability, and the real meaning of the safety. Safety means safeguarding the people's life and property from losses and threats, maintaining the sustainable, the steady and the harmonious development of the social economy, preventing the social psychology from being out of control and from being panic, keeping a healthy life style, reducing enterprises from disasters in production, safeguarding our living environments and managing ecological balance, and granting everybody with rights of enjoying health care and self-development. And it means as well that when a crisis is coming, both governments and the common people bear responsibility to conquer it. Safety, a permanent major subject of man, is one of the basic needs of human survival and development. Man is confronted with safety problem universally, so the problem is closely related with human interests. Since 70% of the population in China are living in the countryside, obviously, the development and the stability of the countryside concerns those of the whole nation. Only the countryside has achieved its development as well as the stability, building a well-to-do society in China becomes possible. Building and developing the scientific and safe villages is an important guarantee for social stability, economic development, and people's safety of life and property. In China, 70% of the countryside people only have 20% to 30% public safety devices, and nearly 90% of the public safe organizations and funds are in towns. Especially, with the increasing transformation of the society, China is stepping into a society full of risks, and various problems concerning the public security of the countryside, unexpected accidents, resource crisis, population explosion, the lack of grain, the destruction of the ecology, life style, and social potential hazards or dangers, ect. are appearing day by day. These problems restrict the social development of our country. Therefore, the safe problem deserves a close attention from scholars, and based on the local situation of varied rural regions, how to build and develop scientific& safe villages has fallen into a vital program in circle of the safety. This research, with the reference to the view of sustainable development, is based exactly on the safe problem and the economic development in the countryside. Firstly, this paper puts forward and defines a brand-new concept of "the scientific and the safe villages ". It is closely related with some social knowledge theories. To build a scientific and safe village requires the strength from all fields of the society. Building a scientific and safe village with a multi-dimension, compound, and a sound operation mechanism includes safety problems in social life style, sincere security , energy and resource, emergency system of accidents, security of science& technology and talent, social psychology, grain security, information transmission in the society, production management, public health, ecological environment, economic security, public security, policy system, social public infrastructure and house plan security, and so on. Secondly, the paper in accordance with questionnaires and the trace of its history, and the analysis of the environment and safety cases of a typical village called Suanling of Xincuo town in Fuqing city find out problems and shortcomings existing in the investigated village and also pointes out some contributing factors of problems. The paper further suggests some measures of solving the problem in that village.
