With the development of the economy, science and technology, the education in China trends towards variety and openness: not only the regular schools are open to the society, but also more important, the whole society is going to be with responsibility of education. So does the school physical education.《The Resolution on the further reform of the education and full—scale advancement of quality education by the State Council of the Central Committee of the Communist Party of China》 says, "strong constitution is the basic presupposition for the youth to serve the country and the people, and the reflection of exuberant vitality of the Chinese nation, so the schools must be guided by the notion of 'health is number one', and strengthen their works on the physique education in order to make students grasp the basic exercise" skills and form the good habit of persistent exercising." The resolution fully reflects that the Party and the state show great concern on the healthy growth of the youth, and at the same time, it also puts forward the guiding theory -'health is number one' for schools in their education works by profound illustration of the particular role of the physique education in the process of the quality education. Nowadays, schools are not only responsible for the education of children any more, but the whole society. So many researches pay great attention to the integration of school, home and community education.Considering the realistic need of the combination between physical education and health education, in virtue of the basic theory of the integration of the physicaleducation, this paper analyses the present situation of the combination between physical education and health education, and tries to probe into the integrated physical and education. After that, on the basis of former theoretical study and experience on this subject, the author gives a complete explanation on its basic connotation, feature, function, theoretical foundation, principle, objective, the way of practicing, the necessity and feasibility of implement, and also explain the difficulties in the process of implement and how to solve them in detail.This paper deals with a wide range of the theoretical study on the integration of school, home and community-education, and also the study of the combination between physical education and health education. Using the knowledge of philosophy, sociology, pedagogy, etc., the author tries to advance the way of practicing of the integrated physical and health education, which is expected to be innovative and feasible in the practice.The integrated education mode of physical and health education is a theoretical exploration of the reform on physical education in school, which has been practiced for more than ten years so far. It is not only an inheritance of the good points in traditional school health education, but also involves new strategies and thoughts dealing with the new problems with new characteristics emerged in the process of reform and opening-up and the way to modernization. The theoretical thinking undoubtedly, will play a positively role in our exploration of education theories for modernization in our socialist modernization. The integrated education of physical and health education is a theoretical exploration of modern "education reform in our country. Its theory and innovation meet the theoretical construction and development of our socialist modern education. We hope to endeavor our effort and contribute to the establishment of modern PE system, together with all the other theoretical workers engaged in physical education.
