With the promotion and development of Quality-oriented Education throughoutthe country, focus has been put on cultivating the students'ability of innovation andpractice. These both serve as a great change in the field of educational ideology and adramatic breakthrough of the educational reform and development. However, thoughpeople have reached some common ground to all these points, the fulfillment of thischange is still a time-consuming task and requires all the elementary concerns. If not,the Quality-oriented Education will end in some vague slogans or high-rises on sands.As is expressed herein the thesis, problem-based consciousness is the cornerstone ofinnovation. How to cultivate this consciousness and develop the students'ability tofind, to raise and to solve problems during the process of classroom teaching is thekey to the innovation education of the day.The problem-based consciousness refers to the students'mental states of doubt,puzzlement, anxiety and curiosity in the process of encountering some hard, puzzlingpractical or theoretical problems. This state can stimulate the students to thinkpositively and find and solve the problems. The problem-based consciousness playsan important role in the mental activities and even the social activities, which hasalready called people's attention.Altogether five chapters are here included in this thesis. Chapter one is the definitionof the consciousness in terms of psychology; discusses the thoughts and ideologyabout cultivating this consciousness in field of history both home and abroad; Chaptertwo is on the importance and urgency of cultivating the problem-based consciousnessin high school politics education; Chapter three further develops the reason for thelack of this consciousness in high school education; Chapter four offers method andstrategy in cultivating the problem-based consciousness in classroom education onbasis of the analysis of the problems; The last chapter lays emphasis on how to avoidsome misbelieves in the high school education.
