With the development of cyber-communication, network has become one of the important communicational medias. Cyber-communication is dummy, real-time and open etc. It strongly allures university students to use it. By using network, university students can touch many new things and make many friends. But because university students are young and lack of social experience, they are hardly possible to differentiate all kinds of network information. They are easy to be allured by improper information to do something immoral and violating the law. Therefore, it is important for university to carry out network education of thoughts and politics facing the cyber-communication's disadvantageous influence on university students.Based on the point of view of communication science, the paper use the theory of the agenda-setting function, the theory of gatekeeper, the theory of the spiral of silence and the theory of cultivation analysis to analyze the cyber-communication's influence on university's education of thoughts and politics. It puts forward four disadvantageous influences. They are the west culture make university's three notion's inclined, the diversification of information resource make the educator's authority descended, the openness of network make student's moral descend and the dummy of network produce some problems of students' mental health. It also points out that the reasons of the disadvantageous influence's come into being are the imperfection of law about network, the scarcity of gatekeeper and the dropping behind of network technology. Then it probes into the university's network education system of thoughts and politics based on cyber-communication. It can be divided into five modules, which is pushing module, supporting module, core module, management module and pulling module. The five modules cooperate with each other to make Chinese university's education of thoughts and politics develop more quickly. The pushing module is the R&D of network technology, putting the emphases on two aspects, that is the network technology should be researched and developed and the organization of network technology's R&D. The supporting module is the construction and maintenance of campus network and red website and the red website is the characteristic of university's network education of thoughts and politics. The core module is the communication of the main body and object of university's education of thoughts and politics through network, including E-mail, BBS, chat software and special website of psychologyconsultation. The management module concludes of three aspects, which are enhancing the diathesis of educator, being good "gatekeeper" and establish and consummate the regulations. In the pulling module, the educator mainly set the network agenda by E-mail, chat software, BBS and red website.
