Education assessment, accompanying with education activities, performs a leading and educating function of education activities. Just because of its special value, nowadays, education assessment has become one of the three fields of education scientific study as well as the important content of China's new cycle of elementary education curriculum reform. It is pointed out in Outline of Elementary Education Curriculum Reform (experimental press) (2001) that it is important "to alter the function of assessment which overemphasizes discrimination and selection and to give scope to the functions of assessment which foster students' development and teachers' improvement, and raise teaching practice." That's to say, the direction of the reform of education assessment is to revamp the traditional system of education assessment and to initiate development education assessment. Education assessment includes various aspects, such as school assessment, curriculum assessment, classroom assessment, teachers' professional competence assessment, and students' proficiency achievement assessment as well. The middle school students' Chinese proficiency assessment is one of the important elements of their proficiency achievement.The study concentrates on the development assessment of middle school students' reading ability, which is an important element of middle school students' Chinese proficiency achievement assessment. Middle school students' Chinese proficiency achievement assessment consists of the following aspects of assessments: middle school students' Chinese basic knowledge accumulation and implementation ability, middle school students' reading ability, writing ability, oral communication and comprehensive practice ability, etc. The study focuses on the assessment of middle school students' reading ability, which is not just limited to the traditional reading ability assessment, but is the reading ability assessment in terms of the new curriculum assessment.This paper introduces the related researches into reading and reading ability in the fields of reading, teaching reading and reading psychology in China and abroad. It also demonstrates the five characteristics of middle school students' reading ability development in the circumstances of China's new Chinese curriculum standards. Besides, the paper proposes six specific strategies congruent with the actual situation of applying "development assessment of middle school students' reading ability" according to the author's understanding and thinking about China's new Chinese curriculum standards, the integration with the related researches, and the participation of the reform of junior and senior middle school new curriculum.
