Being able to guide, diagnose, stimulate, adjust, reflectively think, distinguish and select, educational assessment plays an important role in the teaching activities. To some extent the teaching contents depend on the contents of assessment. However, the functions of China current students'assessment are out of balance, which focus on distinguishing and selecting. This kind of examination-oriented summative assessment forces schools and teachers to conduct their teaching activities and teaching contents around the examinations like NMET, under which a number of students with high scores and low abilities are cultivated. Meanwhile students would be uninterested in learning biology gradually.Based on three aspects of the developmental assessment of students, namely, the submitted problems, the construction and the practice, this article elaborates on how to construct the developmental assessment of students system of junior middle school biology.The developmental assessment of students, put forward by some Chinese scholars in 1980s, is a kind of assessment, aiming at promoting the development of students. The assessment should not focus on the results of students'school work, but discover and develop their potential of all aspects, know their requirements of development and help the students gain self-awareness and even build their self–confidence. This assessment can also make full use of the functions of stimulating and reflectively thinking to promote students to make improvement basing on former level. The developmental assessment of students has the following characteristics: the pluralism of purpose of assessment, the variety of approaches of assessment and the combination of quality and quantity of results of assessment.Establishing the assessment system aimed at promoting the students to develop in an all-round way is also the requirements and the urgent needs of the curriculum reform. This article emphatically discusses the construction of the developmental assessment of students system of junior middle school biology, including the guiding ideology, the principles of assessment, the approaches of assessment, the contents of assessment the tools of assessment and so on. The kernel of this article is to practise the developmental assessment of students, including the practice of the classroom learning assessment, the inquiry learning assessment, the collaborative learning assessment and the summative assessment.
