How to introduce, develop and keep human resource ultimately, effectively and scientifically is an outstanding problem that has perplexed poor counties in China for a long time.The paper has put forward several modes and countermeasures of introducing and developing human resource aiming at the status that the human resource is very absent in poor counties in our country, i.e. out-of-town human resource can not be introduced and native human resource can not be kept. Five modes of introducing talents (perfecting the allocating system in the market; forming socialized public service system; innovating the introducing system of human resource; building up the incentive system; establishing fictitious group) have been expatiated. The paper points out several countermeasures that can improve the competing ability of human resource such as the system of how to utilize, bestir, evaluate, and restrict people. At last, the paper has discussed the patterns of how to establish a realistic system of human resource development on the basis of the characteristics of the Changfeng County.The conclusion of the paper is good to establish an effective system of introducing and keeping human resource of poor counties under the situation that all kinds of resources such as capital, material and so on are absent in poor counties. The system has mended the irrationalities of primary system. It may have reference value for enterprises to develop human resource.
