In the time of knowledge economy, any competition focuses on talent competition. Since Chongqing becomes a municipality, economy of it has made a rapid progress. However, the fact of abundant population, affluent human resource and many talents has not lead to the rapid development of economy it should lead to. Thus it is important to make exploitive measure of human resource in Chongqing, under the strategy of human resource to enforce our country.Studying human resource and exploitation of it in Chongqing, this paper finds problems in it, and makes measure for it. First of all, this paper explains exploitive theory of human resource, analyzes human resource and conception of it, discusses function of government in human resource exploitation and advices to exploit human resource obeying rules. Second, using data, this paper discusses problems in human resource in Chongqing, by analyzing local human resource and foreign one. By forecasting need and supply of human resource in future 20 years, this paper concludes that the present human resource doesn't suit the economical development and emphasizes importance and necessity of exploitation of human resource. Finally, discussing experience and problem in exploitation of human resource in Chongqing, this paper gives advices in exploitation of human resource to adapt to the development of economy in Chongqing and to accelerate the development of economy in Chongqmg with execution of talent strategy.
