At present, with the character of international exchange and cooperation, internationalization of higher education has become to a trend of higher education development. Although America is a young country it's higher education has the character of internationalization science its appearance. Today America's internationalization of higher education has gained prominent achievements. America is the No.1 country of receiving foreign students. What is the reason behind the prominent achievements and whether America can keep this status are focal points of this paper.This paper first explored the effect factors about internationalization of higher education in America through expounding the strategic development—personal academic aim ,private organizations' plan ,attitude of the government, and the competition of higher education etc. Secondly, pointed out the achievements of internationalization of higher education in America through stating the program strategies such as personal move , running international school, internationalization curriculum, R&S cooperation, and technology assistance etc. By analyzing the strategy goal, main body and content ,the paper summarized the strategic characters of internationalization of higher education in America.Thirdly, the paper addresses that the strategy of internationalization of higher education in American is not 'leave nothing to be desired' and the No. 1 can not belong to America for all time .The strategies of internationalization of higher education in America have some deficiencies, so it must face it's shortcomings and receives challenges.Finally, some reveals form this research can help us to reform the internationalization of higher in china .
