| With the increasingly obvious trend of globalization and the rapid development of the knowledge economy,the internationalization of higher education has gradually become an important topic of common concern for all countries in the world.The internationalization of higher education is a response to globalization on the basis of respecting local characteristics.It uses rich and diverse international communication and cooperation in higher education as a carrier to learn from and absorb the ideas,development model,cultural tradition of higher education from all over the world,so as to improve the quality of our own talent training,promote the modernization of our country’s higher education,further promote the common development of our country and the world,and finally realize the mutual understanding and respect of mankind.The internationalization strategy of higher education is an important support for the orderly,organizational and sustainable development of the internationalization of universities.At present,most domestic and foreign research results on the internationalization strategy of higher education are mostly limited to the traditional world-class universities in European and American countries,while the world-class young universities are relatively ignored.This research takes three world-class young universities,Nanyang Technological University,Maastricht University,and University of Technology Sydney as the research objects,and builds the target strategy,project strategy,organizational strategy as the three-dimensional comparative research framework on the basis of Jane Knight’s classification of university internationalization strategy,which aims to analyze in depth what kind of international strategic goals the world-class young universities have formulated,which corresponding projects have been carried out,and how to ensure the smooth implementation of these projects.On this basis,three commonalities and differences in the internationalization strategies of world-class young universities are derived: First,in terms of the understanding of internationalization,the commonality of the three universities is that they all set the ultimate goal of internationalization development as creating a campus environment with international characteristics,and integrate the international dimension into all aspects of the normal life and operation of the university;the difference is manifested in the macroscopic and concrete differences in the goal expression form.Secondly,at the level of project implementation,the common law is that the three universities do not implement related project activities separately,but closely integrate the international dimension contained in them with the three basic functions of the university;the difference shows that different universities set corresponding programs according to their own advantages and characteristics.Finally,at the organizational and management level to ensure the smooth development of internationalization,the commonality is that the three universities provide sufficient environmental protection in all dimensions;the difference shows that the three universities have two ways of centralization and decentralization in the process of promoting internationalization.Based on this,this study summarizes the characteristics of the internationalization strategies of three world-class young universities: Nanyang Technological University promotes international development through the development of human resources;Maastricht University promotes internationalization development through innovative education methods and models;University of Technology Sydney promotes international development through close industry partnerships.Based on the above analysis,this study proposes enlightenment for the development of our country’s higher education internationalization from two aspects:concept and practice.At the conceptual level,we must grasp the nature of internationalization and focus on local internationalization.At the practical level,the state must actively guide and universities must take the initiative to build.On the one hand,the country should actively formulate relevant strategies and policies to guide the orderly development and construction of the internationalization of higher education;on the other hand,universities should actively adapt to and integrate into the changing external environment and find appropriate responses based on their own internal logic to promote better development.Therefore,universities should take the initiative to clarify the connotation of internationalization,build a distinctive development model based on the university.First of all,in the process of promoting internationalization,each university should not treat internationalization as a separate matter,but integrate it into the daily work of the university.Secondly,in the process of promoting the internationalization of the university,each university should build its own model road with its own characteristics based on its actual situation,development positioning and advantages.
