School choice in elementary and secondary education is the issue that many people pay close attention to in the educational circles of our country. Although opinions vary in the society and the academia, there isn't an effective way to solute it yet by now. For the sake of looking for the solution to the problem, the author cast a sight on America. School choice reform in America has existed for many years, and accumulated abundant experience. This thesis tries to understand America's school choice policy thoroughly by three case studies, and then use the implementation experience of America's school choice policy for reference.The thesis includes 4 chapters besides the preface and the conclusion.Chapter One introduces America's school choice on the whole, including the development of school choice in theory, the developmental course of America's school choice and the controversies about school choice. Thus, research foundation is established for the ensuing chapters.Chapter Two analyzes the cases of the America's school choice policy. In this part, types of school choice are divided into three in accordance with parents' rights to choose school, that is, districtwide choice, statewide choice and private-school choice. On the basis of the classification, choosing a typical case separately is carried on research with approach of policy analysis in order to represent formulation, implementation, result and operation of school choice policy.Chapter Three researches the America's school choice policy with encompassing analysis. Author analyzes the issue from three dimensions which are policy value, policy guidance and policy mechanism. Value analysis includes subjective demand, objective attribute and practical activity; policy guidance includes three aspects: market direction, autonomy direction and accountability direction; mechanism analysis includes two aspects: the transformation of educational right to choose and the path of education system's vicissitude.Chapter Four draws lessons from thinking the America's school choice for reference of the solution to problems of our country's school choice. This chapter includes sums up some implications from the implementation experience of America's school choice policy and puts forward some advice for the solution to problems of our country's school choice.
