| With the continuous progress of social economy,China’s compulsory education has entered a new stage of development from the guarantee provision of compulsory education to the balanced allocation of educational resources.At the same time,the problem of school choice in the process of compulsory education in some cities is increasingly prominent,causing many social problems.In order to properly deal with the problem of school choice,all key cities continue to explore under the guidance of national policies.Xi’an,as one of the key cities,introduced the enrollment policy of " lotteries + interview" for private junior middle schools in 2018.Then how is the implementation of the lottery enrollment policy for private junior middle schools implemented in xi ’an from 2018 to 2019? Has it effectively solved the old problems of school choice? It’s worth exploring.Therefore,this paper starts from the four elements of the Smith Policy-ImplementationProcessing pattern: the policy itself,the executing agency,the target group and the policy environment,and uses interview and questionnaire survey to study the implementation of the school-choice lotteries policy in Xi’an.The main problems encountered in the actual implementation of the policy are as follows: weak operability of some part of the policy,the policy executor’s additional and selective implementation of the policy,the low acceptability of the target group,and the constraints of social and cultural environment on the implementation of the policy.The reason is that the limitation of the policy itself,the contradiction between the interest pursuit of the executing agency and the interest pursuit of the policy,the contradiction between supply of high-quality educational resources and the demand of the target group,and the policy environment all have a certain negative impact on the implementation of the policy.Finally,in order to improve the policy of Xi’an’s junior middle school entrance policy,this paper puts forward Suggestions on the optimization of the implementation of the policy from four aspects: the policy itself,the executing agency,the target group and the policy environment,including: further improving the policy by adhering to the principle of equity and individual development,establishing the benefit compensation mechanism of the target group while expanding the total amount of quality education resources,and strengthening the policy publicity and public opinion guidance to create a good policy implementation environment. |
