The process of School choice governance policy in Compulsory education is administrative implementation process, which guided by central government,relied on the regional(local government) propulsion,focused on the"School choice arbitrary charges"," Inter-regional school choice students "and other phenomenon. The policy implementation structure from central government to local government to grassroots organization endowed the Intermediate level (local governments) a special location advantages. The central policy plan translated into the real grass-roots policy effects filled with the meaning construction logic of the local government level. In the process of policy adopted, policy deliverered, the local government needed to consider whether to revise their policy plan to adapt the central plan or choose the opposite process, accordingly make the appropriate policy implementation options:Nonimplementation, Cooptation;Technological learning; Mutual adaptation.In this execution logic,the local governments looked as themselves as policy makers, implementation is not the performance of the central government’s policy, it means the local governments carrying out their own policies,which called "the deliverer implementation"The basic contents as followed:First of all, the study choose the southwest economically developed city X as cases, deeply analyse the specific implementation pattern of the different districts in the Compulsory education School choice governance policy, to investigate the implementation distortion of local government school choice governance:"policy perfunctory execution"、"Policy utilize execution"、"Policy copy execution" in the specific policy scene. Secondly, the theoretical analysis model performed with the features of the deliverer implementation described as ICIR (Interests, Communication, Institution, Resources), from the multiple interests and the ability to achieved in vertical dimension or horizontal dimension,the information communicated distortion in hierarchy implementation structure and the Information asymmetry under the"middle one"communication mode, the absence, remaining of institution in institutional environment level, the limited resources and its allocation these four levels to make a specific attribution analysis.Finally, the study advocates to enhance the effectiveness of policy implementation from four aspects. Recognizing and valuing the special implementation in different institutional environment; making analysis of policy-relevant subject’s in different dimensions,different levels;building the positive mechanisms in deliverer implementation with the mutual adaptation orientation;adhere to the policy implementation institutionalized.
