In recent years, school choice is a focal point problem in compulsory education field. As school choice of compulsory education stage goes against the compulsory education spirit of country regulation and contradicts with the close entrance policy adopted in our country, freedom of school choice is not allowed. Addition to this problem which concerns almost thousands of families and each aspects of compulsory education , therefore , in reality , school choice behavior becomes stronger , it has aroused extensive concern of the government, educational world and every level of society.However, essentially, school choice is a right to choose education of citizens and a basic right of citizens. In reality, school choice is the concentrated reflection of civic education needs. Is it reasonable that school choice expressly prohibited by the government? In the long-term presence of uneven distribution of the compulsory education resources, how can we locate guidance of school choice policy to guarantee the citizens'education right and meet the educational needs of citizens? How can we further perfect corresponding school choice policy to serve educational equity of higher level and broader scope that realize in our country? Consideration of these issues is the starting point for this paper.The full text is mainly divided into five parts: Part I, introduction. This part describes the research background, purpose and meaning, ideas and methods as well as literature review, and compulsory education, school choice, school choice policies, and other basic concepts are defined. Part II, theoretical starting point of school choice policy of compulsory education stage-to guarantee civil rights. Pointed that the right of school choice is a basic right of citizens and the government has obligation to guarantee the realization of this right. Part III, realistic starting point of school choice policy of compulsory education stage-to meet educational needs of citizens. Pointed out that education is a quasi-public goods, and school choice is the concentrated reflection of civic education needs in reality, the government has the responsibility to develop and implement corresponding policies to meet the educational needs of citizens; on the basis of the previous text, then come to the ideal state of school choice- freedom of school choice. Part IV, the reasons of school choice problems and analysis on school choice policy of compulsory education stage in China since reform and opening-up. Firstly, analyze the reasons of school choice problems; secondly, sort out and analyze the overview of school choice policies and the implementation status since reform and opening-up; thirdly, mainly analyzes the characteristics of school choice policies, and the problems of the policy itself as well as implementation. Partâ…¤, the development path of school choice policy of compulsory education stage in China the next decade . Based on the previous text and national circumstances, drawing on foreign successful experience of school choice reform and put forward countermeasure suggestions .
