The famous Finland architect Eliel Saarinen once said: one city is an open book, from which we can find its aim and ambition. Human being is the host of city. If people embody the energy and future of the city, learning participation will be the origin of city's vigor and power. Especially with the idea of the life-long learning and learning society spreading, to build a learning city of "everyone wants to learn, everyone loves to learn" becomes the promise. As one of the place to practice life-long learning and all people learning, community school plays an important role during the building process. In fact, the problem of community school participation has worried many people for a long time. To analyze the phenomenon, the following methods are used in this thesis: literature research, questionnaire survey, observation, interview and discussion. The main contents of the thesis are:Chapter one presents the backgrounds, significance of the community school learning participation, defines some key conceptions, shows some conclusions about the topic before and explains some connotation and problems in the thesis.Chapter two is the current situation of the learning participation in the community school on Zhabei District, Shanghai. Through the questionnaire, interview and discussion with the learner and school managers, and through interview and discussion with those who don't participate in community schools, the chapter tries to display the current situation of the learning participation in the community school.Chapter three analyses the current situation of the participation in the community school. According to the result of the chapter two, chapter three tries to find deep reasons of the problems from three aspects: community school, learner and government.Chapter four offers the measures to solve the learning participation in the community school from the same three aspects: community school, learner and government.At last, the thesis reviews the topic, the stylebook, the method and the conclusion, points out the deficiency and the development in the future about the paper.
