How did the curriculums in PRC generate? Why were they worked out the way as it was? And what were the basis and reasons of curriculum reform? To answer these questions we need only to make it clear the following: the history and issues of development in PRC curriculums.The purpose of this paper is to investigate and study Chinese secondary school curriculum development and issues since the People's Republic of China was founded, which can useful for the new curriculum reform.There are three chapters in the paper, of which the former two are about the development history and the other the issue history of curriculums. The history of curriculum development was composed of two stages, of which the first was a process of imitating, searching and wrong way, and the second the process of curricular comeback, questioning and new reform. At the same time, it is necessary to probe into educational background and social reason of curriculum evolution from the perspectives of curriculum sociology. In the third chapter, from the design of scientific curriculum, the concept of curricular integrity will be brought forward through studying the issue of "relative curriculum" in secondary curriculum design and analyzing the limitation and impairment of unilateral and opposite thinking in curricular development.
