The Institutional Reasons And Countermeasures Of Higher Educations' Wastage

In the knowledge economy and information age, education plays a more and more prominent strategic role in the development of economy and society, especially the higher education, which draws attention of all countries as a place for producing highly qualified intellectuals. As the higher education fast develops, the shortage of education resource becomes more serious; however, the insufficient funding in education, in some degree, covers up the problem of low efficiency of utilization in higher education institutions. Therefore, it's essential to find more ways to raise funds for education and make good use of the limited educational resources.Although the higher educational resource in our country is relatively deficient, the waste in higher institutions still exists in a large scale, which severely affects the educational efficiency. Such as the unsuitable distribution structure, inappropriate proportion in human resources, low utilization of material resources and improper expenditure of financial resources bring great burden to education and prevent the sustainable development of higher education.The issue of higher educational waste draws many scholars' attention and the reasons have been discussed. Based on the facts of waste and theories of new institutional economics, this article is going to find out the roots of the low efficiency and waste in higher education by analyzing the variable factor---the system. The administrative inner organization model, the unclear property right of higher education, the unsound encouraging and binding system and the inner defects of investing system all contribute the low efficiency in the higher education.
