The Study On Diversification Of Our Higher Education's Fund

Fund is a key factor to the development of higher education. Since 1978 the reform and opening up, higher education in China has been rapidly developed. The gap of the educational fund is more and more great, relying on the state financial allocation only has failed to meet the developed needs of colledges and universities. It is an inevitable choice for all colleges and universities to set up alternative fund channels.This paper firstly summarizes the present situation of the funding raising in universities at home and abroad. From the public finance theory, the human capital theory, the cost shared theory, the new public administration theory and other theories we discuss the feasibility and necessity for higher education fund, which is the theoretical basis of this issue.Secondly, introduces the financing process of the universities in United States, Britain and other countries, analysis its characteristics and experience. At the same time embarks from the real problems of a shortage of funds in Chinese colleges and universities, raised the history and the present situation to our country University funds has carried on the analysis. Our country University's fund raising way transformes slowly from the unitary government allocation to invest by the government primarily, social multi-channel fund raisings, but the present stage still has some problems, like relies on the financial allocation excessively, the school expense collection standard not science and so on, urgently awaits to improve. Simultaneously discusses the in-depth factor to influence university fund raising separately from national, the higher education organization and the social three aspects.Finally, proposed the innovation thread to speed up the university fund raising diversification, including speeding up the development of school-run industries, attracting contribution from society positively, controlling the credit risk and so on. Meanwhile, proposed some policies suggestions, such as changing government function, changing the administrative order to the policy guidance, formulating corresponding laws and regulations, building policy environment for university fund and so on. The university funds raise is a long-term process, to improve and perfect the system of higher education fund raising must be under the joint efforts of the government, university itself and the whole society, and to promote university funds raising channel's standard and orderly.
