The motivation which drives the PEOSM forward now become weaker. so the system can hardly fits the current situation. The PHOSM now meets a great challenge during the function changing of the enterprises, and the goal of this research is to make the PEOSM penetrate to the enterprises and make both run balancedly, and find the best penetration point, support point for the enterprises make the enterprises benefit from the PHOSM, moreover, make good use of sports activities to strengthen the physical quality of the staff members. and boost the development of the enterprises. as well as make they act together efficiently and accumulate some information for the enterprises to make the PEOSM develop balancedly healthily among it. We run through this research by Questionnaire, Street interview, historical document, stastics etc, Besides, we did the research among the 13 main province-run enterprises in Wuhu city, Ma an shan city, Hefei city, Chaohu city, etc. through the research, we can see that the present situation about the PEOSM is allow us to complacent. The age of the staff members who take part in the sports are mostly young people or old people. The research also show that there are far more males take part in the sports activities than the females do. Besides, there are some very conspicuous features in the staff members who take part in the sports activities: Firstly, the conceptions towards physical education are more diversified. There are main concern in Body-building value. Psychological value both among males and females, but there are difference in social value of PE towards men and women. Secondly, the development degree of PE is very low, and the socialized level is not very high. Thirdly, owing to many restrictions of the practical conditions. So the sports activities has more initiatives and the venue is rather separated. Also the is difference of the need of sports between males and females. Fourthly, As more and more family have more disposable incomes, also the consumer power of the staff members become more and more strong. Fifthly, the need of sports among staff members is increasing, and the main potential group begin to emerge. Sixthly, the factor which influences the staff members to take part in the sports largely lies in the enthusiasm towards the sports which develops from schooltimes. The main feature of the sports among the staff members lies in several points listed below. the activities is too isolated and the venue is not fixed; Second, The enterprises is badly lack of social sports counselor, and there is in balance towards males and females .take the main province run enterprises .for example, they have few sports counselor and there are still some problems about the counselor. such as lack of professional knowledge. the structure of age is not so reasonable etc. Through the phenomena we listed above and we can make extensive analysis towards the challenge of situation in Anhui main province –run enterprises they have meet.
